The Deputy Chief of Operations reports to the Chief of the Operations Division of the Homeland Security and Emergency Management Agency (HSEMA). He or she serves as a member of the management team within the Agency. This position will focus on preparing the agency to activate its emergency operations functions with a secondary focus on regional programs that support incident management within the division. The incumbent will serve as the on-call Chief of Operations on a regular basis.

Within the Operations Division, the Deputy Chief of Operations will handle the day-to-day management and coordination of the division’s Bureau Chiefs, including time and attendance and performance management, with broad latitude on the approach to solving problems. HSEMA’s bureau chiefs manage their own teams and are subject matter specialists in their area of practice so the ideal candidate will be able to help the Chief of Operations establish the direction of the division and then coordinate the work of the bureaus to reach key goals and milestones. The ideal candidate will be very flexible, with an excellent ability to synthesize large volumes of complex information into useful packages to guide decision makers. In addition, the ideal candidate will have the ability to move fluidly across different audiences, from operators through executives and tailor his/her message and approach to best achieve the agency’s goals.
