Are Young Criminals Putting City at Risk?

With all the talk (and outcry) regarding clustering youth offenders in community residential facilities (youth homes) in Ward 8 with little or lax supervision what do you think? Is the system working? Are we coddling youth offenders and "returned citizens?" Does DYRS have a handle on the situation? Are community based groups such as The Peaceoholics equipped to handle the needs and risks associated with housing violent or repeat offenders?
