The global pandemic has been tough on the city’s businesses with reduced revenues and increased costs for equipment and employee/customer safety. As a part of new legislation, DCRA cut fees beginning August 25, 2021 to ease the financial burden and help fuel the city’s economic recovery.
It’s now $99 Dollars for: Business Organizations Filing Fees; Limited Liability Partnership Filing Fees; Limited Partnerships Filing Fees; Limited Liabilities Companies Filing Fees; Statutory Trusts Filing Fees.
DCRA is waiving the basic business license fee of $70 dollars and the additional fee of $25 dollars for each endorsement and renewal.
The reduction results in $90 dollars for the following fees or license types: General Business endorsement; Employment agency; employment paid personnel services; employment counseling.
Through the end of September, for the Biennial Report Forgiveness Program (for entities with 50 or fewer employees) no late fees will be charged.
Through the end of Fiscal Year 2022, which ends September 30, 2022, DCRA will not be charging for application and examination fees. All professional license and renewal fees are reduced to $99 dollars.
Taken together, these fee reductions will result in major savings for small business owners in the District of Columbia. Putting it in perspective, DCRA Director Ernest Chrappah recently gave the example of a barber who wanted to open a shop in the District of Columbia. Normal licensing fees would run over $900 for that barber. With the fee reductions, the barber would save $400 that he could put toward expenses and products. Director Chrappah believes the fee cuts will empower more entrepreneurs of color to pursue their small business dreams.

What is the Biennial Report Forgiveness Program?
The Biennial Report Forgiveness Program allows entities who have been revoked for failure to file or pay for past due BRA-25 reports to reinstate their entity without being charged a fee for these past due reports. Only the reinstatement fee will need to be paid. This program runs from September 1 – September 30, 2021.
Who is eligible for this program?
Entities wishing to take advantage of the program will need to meet the following criteria:
The entity must have been terminated or administratively dissolved due to failure to file or pay for due BRA-25 Biennial Reports.
The entity must have fewer than 50 employees.
How do I apply for this program?
Customers will need to provide Corporations with the following information before September 30, 2021:
A completed BRA-25 Biennial Report for the year it was most recently due (2020 or 2021)
A completed GN-17 Reinstatement of Domestic & Foreign Filing Entity under Forgiveness Program
Payment of the reinstatement fee
Submitting Online:
Customers may file for reinstatement online but must first send a completed BRA-25 Biennial Report for the year it was most recently due (2020 or 2021) to dcra@dc.gov, Attn: Corporations Report Forgiveness Program.
You will be notified when your BRA-25 has been filed and receive instructions on how to reinstate via the CorpOnline portal.
What are the fees?
The reinstatement fee for for-profit entities is $300.
The reinstatement fee for non-profit entities is $80.
While a BRA-25 Report must be provided, there is no fee for this filing.
