Job Summary
This position is located in the District of Columbia Homeland Security and Emergency Management Agency (HSEMA), Operations Division. The mission of HSEMA is to lead the District's effort to prevent, protect against, respond to, and recover from natural and man-made emergencies by coordinating all planning and preparedness efforts and facilitating a common operating picture during events. The Operations Division provides 24-hour emergency operations center capabilities and serves as the central communications control point during emergencies.
Duties and Responsibilities
The position functions as an Emergency Operations and Information Specialist, responsible for performing intermediate/developmental level work established to provide advancement to the full performance/journeyman level, under the guidance of a senior level specialist or supervisor. The assignments typically involve moderately complex, non-controversial, well precedence factual, procedural, and/or recurring issues for which there are one or more readily apparent solutions. Specifically, the work entails maintaining constant watch over potential emergency conditions; and issuing alert notification and responding to disaster in accordance with agency policies and procedures.
Maintains constant alert for severe weather conditions (snow, sleet, ice storms, wind storms, tornadoes, and hurricanes), to notify the population of emergency conditions and appropriate safety actions. Evaluates information received but consults with supervisor or senior specialist before taking notification action. Constantly, monitors program of the National Warning Systems and the Washington Area Warning System, utilizing various communication tools (telefax, news reporting services, computer-based systems, weather information services, 800 MHz radio systems, telephone, etc.). Assists in providing a capability to respond to a variety of natural and man-made emergency disaster situations. As directed, dispatches the field operations command and control mobile unit to emergency scene for on-site assistance during large-scale emergencies or special events. Receives, records, and reports on any incident or event which bears directly on the EOC. Maintains and reviews logs of events to be used by emergency operations personnel.
