The mission of the Department of Youth Rehabilitation Services (DYRS) is to improve public safety and give court-involved youth the opportunity to become more productive citizens by building on the strengths of youth and their families in the least restrictive, most homelike environment consistent with public safety. DYRS administers detention, commitment and aftercare services for youth held under its care in its facilities or residing in the DC community. 

The part-time Locksmith is located with the Department of Youth Rehabilitation’s (DYRS) Operations & Administrative Services, Facilities Maintenance Division. The Facilities Maintenance Division (FMD) is responsible for the repair, maintenance, and small construction projects for DYRS. The primary purpose of this position is to serve as a locksmith providing repair and maintenance services for all facilities in the DYRS portfolio.

This position functions as a locksmith, primarily responsible for the installation, maintenance and repair of all locks and locking systems of (1) detention type, (2) correctional type, (3) commercial type and, (4) residential type facilities. Additionally, this position will assist other skilled laborers in the areas of general maintenance.

Major Duties & Responsibilities: 

The Locksmith is responsible for the following duties including, but not limited to: receiving assignments from the supervisor specifying the desired final product; independently solving problems which require modification of accepted trade practices, procedures and methods; making difficult judgements and decisions when modifying and reworking locking devices for special security objectives; Installing, repairing, replacing, and maintaining a variety of locking devices throughout the DYRS facilities; making repairs to a wide variety of lock mechanism such as panic devices, electric locks, bit locks, night latches, combination locks, mailbox locks, desk and file cabinets, etc.; disassembling locks such as padlocks, safe locks, and door locks, and repairing or replacing worn tumblers, springs, and other parts; modifying and reworking locking devices to accomplish special security objectives; maintaining codes from the various locks used at the facilities; manufacturing, from raw material, parts from obsolete locks that are no longer manufactured, or parts are not available; working closely with management in determining the most suitable locks to be used in solving security problems as is considered an expert in the area of locking device capabilities and functions; repairing and replacing a wide variety of worn/damaged parts such as gear wheels, shafts, cylinders, bushings, bearings, etc.; making and duplicating all types of keys for cylinder locks, pad locks, special security locks, electric locks, etc.

Additionally, the incumbent would perform the following tasks: removing broken keys and repairs malfunctioning locks; cutting keys by code or duplication; determining work procedures from blueprints, sketches, or drawings; making layouts of materials and a level of tolerance required; applies sound judgment in selecting, reworking or finishing substitute parts, and experimenting with materials and techniques and makes independent judgments in determining the work sequence, selection and use of trade tools and the techniques applied; determining if locking devices have been tampered with and in working with drawings or specifications that are often vague or incomplete, which frequently requires the development of sketches, drawings, or diagrams with enough detail to identify missing tolerances, dimensions, and critical parts or surfaces; maintaining master key, access card system, and combination records for the agency and ordering parts and supplies; maintaining inventory records; performing snow removal operations; performing other related duties as assigned.
