This position is located in the Department of Employment Services, Office of Unemployment Compensation (OUC), Benefits Unit, which is responsible for the planning, developing, and administration of an unemployment insurance program pursuant to the provisions of the District of Columbia Unemployment Compensation Act and applicable federal laws.
Duties and Responsibilities
Adjudicate highly complex unemployment insurance claims involving a multiplicity of issues for eligibility and qualification within the U.S. Department of Labor’s 21-day time lapse federal requirement. Conduct quality fact finding of issues, apply applicable laws and regulations to the facts, and issue written determinations for eligibility and qualification of claimants for benefits in a timely manner. Interview and assist individuals in filing initial, continued and reopened claims against the District of Columbia and other jurisdictions. Make determinations concerning claimant’s eligibility and entitlement to benefits for which he/she filed a claim; imposes disqualifications when necessary. Determine and ensure statutory requirements relating to eligibility and entitlement for benefits have been met. Determine highest benefit rate to which the claimant is entitled by applying the various alternatives in the law and subsequent amendments of the District of Columbia Unemployment Compensation Act. Contact employers to verify facts and secure information surrounding separation issues needed to adjudicate claims. Write justifications for decisions made in the monetary or nonmonetary process; sign monetary or nonmonetary determinations of award or disallowance of claims. Respond to general information inquiries about unemployment insurance, utilizing knowledge of technical provisions pertaining to eligibility, disqualifications and benefit payments under the District of Columbia Unemployment Compensation Act. Provide guidance and assistance to lower grade staff members as needed. Review draft determinations made by lower grade Claims Examiners and provide them with guidance and assistance as necessary. Provide assistance to the Unemployment Compensation Claims Examiner Supervisor in the preparation and assessment of daily work activities and operations.
