The District of Columbia Homeland Security and Emergency Management Agency (HSEMA) manages and coordinates the District's unified prevention, protection, response, mitigation, and recovery efforts for all disasters, whether natural or man-made, that occur in the District. The Homeland Security and Preparedness Division (HSP) manages numerous comprehensive programs that facilitate a "whole community" approach to all-threats/all-hazards preparedness planning in the District. HSP develops and maintains the strategy, doctrine, organizational structures, processes, and data that enable the District to strategically reduce risk and build readiness to both naturally occurring and man-made incidents. Employees will be part of an experienced, dynamic team of professionals who are committed to promoting resiliency in government agencies, communities, and critical infrastructure.

The Emergency Planning Specialist is assigned to the Homeland Security and Preparedness Division within the DC Homeland Security and Emergency Management Agency (HSEMA) Planning, Training, and Exercise Bureau (PTEB), reporting to the Bureau Chief. The work includes supporting the District's Continuity of Operations (COOP) program and Emergency Management Accreditation Program (EMAP) assessment. The selected candidate will also be responsible for assisting with incident reconstruction and analysis to develop detailed after action reports and improvement plans (AARs/IPs) in accordance with the Homeland Security Exercise and Evaluation Program (HSEEP). The incumbent will focus on coordinating agency and District-wide exercise projects and leading internal and multi-agency efforts to develop discussion and operations-based exercises in support of the planning process. In addition, the specialist will also represent HSEMA through stakeholder engagement and in various working groups and subcommittees to solicit feedback and to gain support toward collective planning efforts.
