H.O.P.E. Project Training Academy President Raymond E. Bell founded the H.O.P.E. Project IT training program in 2009 in Southeast Washington, DC. Bell and Ms. Toni Thomas, who has been highly-regarded for decades thanks to her well-crafted training programs, have collaborated on several projects over the years.  In late 2019, Thomas decided that Bell was the right person at the right time to trust with her commitment to community empowerment through workforce education and sold him the company. Ms. Thomas is still engaged as a consultant.
