East of the river has historically had the most "affordable" rental market in the District of Columbia. Wouldn't it make more sense to place new low-income housing projects in neighborhoods with the highest rental rates where low-income people are being displaced? Is the plan to "displace" people from the hottest zip codes in the city and relocate them east of the river where there are few jobs?

Who does that really help? Are is it meant to just look like it is helping?
