Why did it take over 15 minutes for an ambulance to arrive?

You have probably heard by now that during the G8Way DC ribbon cutting ceremony, Phil Pannell, long-time and beloved Ward 8 activist was taken ill. Good news is that Phil is resting comfortably. Our thoughts and prayers are with Phil and we hope he has a speedy recovery.

What no one is talking about (and they should) is why it took at least 15 minutes (and some say longer) for an ambulance to arrive to the Saint Elizabeths East campus. It was such a long wait for an ambulance that at one point the Mayor (who was in the middle of the press conference) was asked to make an announcement to the room requesting a medical professional (unfortunately there wasn't one in attendance).

If long waits for ambulances doesn't scare you it should. I don't know if this is specific to Ward 8 or to DC at large but I for one can't imagine anything more concerning.
