The latest thing in anti-loitering devices

I was out and about and spotted this anti-loitering device being used by an apartment complex. It is meant to discourage sitting on their fence and bannisters. I think it is pure genius, even if a bit unsightly.  I wonder if it comes in stainless steel? :)
