Line For Energy Assistance Stretches Around The Block In Anacostia

The scene right now at 2100 Martin Luther King Jr. Ave, SE in Anacostia. As you can see, the line snakes around to V Street SE. According to a man in line, they are waiting to apply for energy assistance (help paying utilities) from the District Department of the Environment (DDOE). Not confirmed, but according to this person this is just the line to apply for electric assistance.  The line for gas utilities is next week.
