Whether city residents, particularly those in the surrounding Ward 8, are getting their fair share of the construction jobs is a matter of debate. Leaders of the Mid-Atlantic Regional Organizing Coalition of Laborers’ International Union of North America, which organized the rally, said records reveal that D.C. residents represent 36 percent of workers on the project. But certified payroll figures indicate they logged only 13 percent of the hours for Clark and its subcontractors from December 2009 to May 2011.
