Mayor Bowser Announces Key Appointments

(Washington, DC) – Today, Mayor Muriel Bowser announced the following transitions of executive leadership in her cabinet.
 
Thennie Freeman – Acting Director, Department of Parks and Recreation
 

Thennie Freeman is appointed Acting Director of the Department of Parks and Recreation (DPR). Director Freeman has more than 15 years of experience leading teams and executing large-scale social service programs for youth and young adults. She started her District Government service as an Out-of-School Time Coordinator at DC Public Schools. From 2012 to 2022, she served as Associate Director for the Office of Youth Programs at the Department of Employment Services. During her tenure, she helped increase the program’s productivity and enhanced the Mayor Marion S. Barry Summer Youth Employment Program, increasing host sites and expanding the offering to a new cohort of young people. In 2022, she joined DPR as Deputy Director of Recreation Services, overseeing the direction and management of the agency’s recreation program portfolio and operations of all recreation centers, parks, and aquatics facilities. Since April 2023, she has served as Interim Director and has overseen the successful launch of summer programming, including opening pools and spray parks, implementing a camp lottery with more than 40,500 lottery applications, and serving 14,000 youth in summer camps.


Drew Hubbard – Executive Director, Workforce Investment Council 

Drew Hubbard is appointed Executive Director of the Workforce Investment Council (WIC). Director Hubbard has more than a decade of policy and management experience in the District’s legislative and executive branches. He has held several leadership positions within the Department of Housing and Community Development (DHCD), including serving as Interim Director and Chief Administrative Officer, where he oversaw human resources, contracting and procurement, and stewardship of the agency’s budget. Most recently, he served as DHCD Deputy Director. Prior to joining DHCD, Director Hubbard served as an Associate Director at the Department of Employment Services, where he was responsible for senior management, strategic planning, and cross-program coordination of the Office of Apprenticeship Information and Training, the First Source Program, and the Business Services Group.
