Job Summary
This position is located in the Department of Employment Services, Division of Workforce & Federal Programs, Out of School Youth Program. The mission of DOES is to foster economic development and growth in the District of Columbia by providing workforce training, linking job seekers with employers, compensating unemployed and injured workers and promoting safe and healthy workplaces.
Duties and Responsibilities
The incumbent will serve as a contract administrator who is responsible for drafting, reviewing, and finalizing a variety of statements of work, contracts, grant agreements, andother adhoc contract data as requested. Prepare requests for proposals (RFP), analyze RFPs and solicitations, pricing, and contract terms and conditions. Work with the appropriate officials to ensure proposals comply with solicitation requirements, terms and conditions, and agency policies and procedures. Assist in the preparation of internal contracts reports and information for contract management, and the completion of locally and federally mandated reporting. Maintain extensive contact and a close working relationship with the Office of Contracts and Procurement for proper understanding and entry of contract information into the PASS accounting system, and coordination of resolution of accounting and invoicing issues related to contract provisions.
Maintain extensive verbal and written communications with grants and contracting personnel to finalize contract and grant terms and conditions, contract and grant modifications, and to discuss issues of contract performance and administration, invoicing issues, and close outs. Generates reports on contract activity as required, ensuring a timely processing of technical, financial reports and deliverables. Assist Department management with advising internal and external customers on various corporate policies, procedures, approaches and preferred practices .
Assures program goals, objectives, and operations are realistic. Prepares internal instructions, operating policies, procedures, guidelines, etc., concerning assigned program (s) and recommends required changes and adjustments to assure proper and adequate accomplishment of major program goals and objectives.
