This is not a rhetorical question, I am really asking. With all of the recent corruption scandals, investigations and plea deals how do we make ethics and integrity the priority?

Looking forward to reading your comments on how and why the system is broken and what needs to be done to fix it --- assuming it can be fixed. Are the recent scandals just the tip of the iceberg or has this just been a perfect storm of greed and ambition?
