Yes, there is; it is Mayor's Memorandum 2003-4, "Minimum Standards for Telephone-based Customer Service" and it was signed by Mayor Anthony Williams.Did you also know there is a memorandum proscribing DC government employee responses to resident (and other) written communications? Again, there is one. It is Mayor's Memorandum 2002-2, "Minimum Standards for Correspondence-based Customer Service." This, too, was signed by Mayor Anthony Williams.Please take this brief survey about your your experience hearing back from executive branchemployees. I am collecting the results and will share them with those responsible for enforcing the standards. I will also blog the results.The survey closes October 10.By the way, not sure what a mayor's memorandum is and how it differs from a mayor's order? I didn't know either until the fabulous Becky Katz (Administrative Issuances Specialist in the Office of Documents and Administrative Issuance, Becky's email) shared this with me: Mayor's Memorandum 1999-5, "Uniform Procedures for Preparing and Processing Executive Orders of the Mayor of the District of Columbia". Becky also reminded me that Mayor's Orders starting in 1973 are available at dcregs.dc.gov.
