The U.S. General Services Administration (GSA) invites you to attend a public scoping meeting for the amendment of the DHS Headquarters Consolidation Master Plan at St. Elizabeths in Southeast CONGRESS HEIGHTS Washington,DC. This amendment will incorporate 750,000 gross square feet of secure office space plus associated parking on the north campus parcel on the St. Elizabeths East Campus. GSA is preparing an environmental impact statement (EIS) that analyzes a range of alternatives and impacts, and is also integrating Section 106 of the National Historic Preservation Act for this action into the ongoing St. Elizabeths consultation process.

Scoping is an early and open mechanism for developing the scope of issues to be addressed in the EIS and Section 106 process. It allows the public to help define, prioritize, and convey issues to GSA that concern them and their community.


The public scoping comment period is from September 15 to October 16, 2009. Please provide oral or written comments on the day of the meeting or send written comments to Ms. Denise Decker, NEPA Lead, U.S. General Services Administration, National Capital Region, 301 7th St., SW, Room 7600, Washington, DC 20407 or to denise.decker@gsa.gov .


All scoping comments are due to GSA by October 16, 2009. (Mailed comments must be postmarked no later than October 16, 2009.) Section 106 comments will be accepted throughout the consultation process.

ABOUT ST. ELIZABETHS
St. Elizabeths was established by Congress in 1855 as the Government Hospital for the Insane. In addition to providing mental health facilities for the Army, Navy, and District of Columbia, the hospital also served as a hospital for Civil War soldiers.


St. Elizabeths is divided into two campuses. The West Campus is owned by the federal government and is under the custody and control of the U.S. General Services Administration (GSA). The East Campus is owned by the District of Columbia. Both campuses are located in the Anacostia CONGRESS HEIGHTS community in southeast Washington.


At GSA's request, Jones Lang LaSalle is preparing a Master Plan for the development of the West Campus as a high security campus for federal agencies. As part of the Master Plan process JLL is also preparing for GSA an Environmental Impact Statement (EIS) under the National Environmental Policy Act (NEPA), and is assisting GSA with the Section 106 process of the National Historic Preservation Act (NHPA).
