The United Planning Organization, the designated community action agency for Washington, D.C., is a private nonprofit human service corporation that, in keeping with its corporate mission, plans, coordinates, and implements human service programs in the Nation's Capital. UPO's rich history launched December 10, 1962 when the agency was born via gifts from both Ford and Meyer Foundation grants that were awarded to plan, initiate and support long range programs for the entire Metropolitan Washington, DC area.
UPO holds membership in many organizations geared toward the betterment of living conditions for the entire community. Some of those groups are: Community Action Partnership; District of Columbia Chamber of Commerce; United Way of the National Capital Area; National Community Action Foundation; Washington Council of Agencies; Mid Atlantic Community Action Agency Association; CAP-Law; D.C. Agenda; National Head Start Association; Region III Head Start Association; the Public Access Corporation of DC; Metropolitan Washington Board of Trade; The African American Community Action Leaders; and others.
UPO sponsors many events that have become legendary. It sponsors the annual Martin Luther King, Jr. Memorial Breakfast that annually draws more than 1000 attendees.
UPO sponsors the UPO/Joseph A. Beavers Scholarship Program that awards scholarships to deserving District of Columbia students. UPO is the only local group that awards scholarships to deserving General Education Development (G.E.D.) recipients as well as to high school graduates.

UPO directly operates three community service centers located in diverse neighborhoods throughout Washington, DC.

Provides a wide range of services and activities for individuals and families residing in Wards 6,7, & 8 including education, housing, emergency services, youth development, and food handling certification classes held at this center.

The center provides measurable services in a planned effort to assist residents in reaching a desired level of self-sufficiency with emphasis on family strengthening. Serves neighborhoods of Congress Heights, Washington Highlands; Henson’s Creek; and Barry Farms in southeast Washington, DC.* The Ralph Waldo “ Petey” Greene Community Service Center is named in honor of the former UPO employee and local broadcaster who was an inspiration to many community residents across the economic spectrum.Mr. Greene died in 1983.

Serves the Shaw, Columbia Heights, and LeDroit Park communities in Wards 1 and 2 providing services and activities that remove obstacles which prevent individuals and families to reach their full potential for self-sufficiency. New UPO/Shaw Business Center (component of overall UPO/Shaw Community Service Center) focuses on developing special skills needed in today’s Washington, DC marketplace.
